The proxies are probably the ultimate/perfect fusion/creation of what Tops and the Cultist are trying so hard to achieve with all those experiments, and since Carol has destroyed the research and blueprints and took took away the only successful one they are having a very difficult time recreating it.
Who knows maybe Carol probably also tweaked it a bit and made them the ultimate savior the one with the power to cure all corruption not just to destroy.
